How Low-Cost Cruise Missiles and OWA Drones Are Moving the Counter-Force Fight Upstream

Low-cost cruise missiles and OWA drones are moving long-range strike off the runway, pushing counter-force targeting towards factories, engines and data links.

On 01 June 2025, Ukraine announced that it had carried out “Operation Spiderweb,” launching 117 short-range drones from wooden containers mounted on civilian trucks positioned near Russian airbases. Janes assessed that the coordinated strike destroyed twelve aircraft across airbases stretching from the Arctic to Siberia, including seven Tu-95MS strategic bombers.

Ukraine’s operation highlights a shift underway in long-range precision strike. Historically, deep-strike capability depended on a concentrated fleet of capital-intensive combat aircraft operating from known, fixed airbases. Consequently, counter-force doctrine – i.e., the practice of degrading an adversary’s offensive capabilities before they can launch – centred heavily on neutralizing those airfields.

Likewise, the May 2025 missile exchanges between India and Pakistan reinforced this priority, with Indian stand-off strikes targeting Pakistan Air Force (PAF) bases at Nur Khan, Murid, and Rafiqui, while Pakistan struck forward Indian airfields including Pathankot and Adampur. In both cases, the core assumption was that cratering runways, destroying shelters, and damaging ground support equipment could temporarily paralyze an opponent’s strike tempo.

However, that operational assumption is eroding as the rapid maturation of low-cost land-attack cruise missiles (LACMs) and jet-powered one-way attack (OWA) drones is decoupling long-range strike from runways or other specialized infrastructure. Basically, by migrating munitions onto cargo aircraft, standard 20-foot shipping containers, and flatbed trucks, militaries are distributing offensive capacity across hundreds of commercial and logistics vectors.

As a result, pre-emptive strikes on airfields no longer neutralize an adversary’s firepower. Because hunting dispersed, commodity launch vectors in the field yields diminishing returns, the counter-force battle is being driven upstream, i.e., toward component manufacturing nodes, commercial propulsion supply chains, and centralized targeting networks.

Affordable Mass and the Expanding Platform Mix

The principal catalyst behind this dispersal is the requirement for affordable mass. Militaries can no longer afford to rely exclusively on “exquisite” cruise missiles costing $3 million to $4 million each, e.g., the Maritime Strike Tomahawk or Joint Strike Missile (JSM), to sustain prolonged saturation campaigns. Nor can they commit scarce multi-role fighters solely to deliver volume. Instead, the industry is pairing sub-$250,000 effectors with platform-agnostic deployment systems.
