Türkiye’s HAVELSAN has entered NATO’s certification pipeline for four newly developed software capabilities after they passed interoperability testing at the alliance’s Coalition Warrior Interoperability Exercise, or CWIX 2026, the company confirmed on 19 July.
The four systems – DOOB-HQ, KAPI, Embedded NONC2 ATA DLP and LYNX – verified their compliance with NATO’s Federated Mission Networking framework at FMN Spiral 4, the interoperability standard that governs how allied command systems connect on missions run between 2025 and 2027.

What HAVELSAN certified under FMN Spiral 4
FMN Spiral 4 is a mandatory threshold for any system that will join NATO’s international missions in the coming period, and HAVELSAN’s four capabilities cleared the exercise’s assessment, verification and validation testing before moving into the certification process.
Federated Mission Networking is the framework that lets NATO members and partners share a single operational picture across national networks, so a system that meets Spiral 4 can plug into that federation rather than run as a national island.
The company cast the result as indigenous software meeting the alliance’s highest interoperability standards, according to HAVELSAN General Manager Mehmet Akif Nacar.
DOOB-HQ, KAPI, LYNX and NONC2 ATA DLP at CWIX 2026
This year’s CWIX ran in Poland from 6 to 26 June and drew 46 nations and roughly 780 systems across twenty focus areas, the venue where alliance and partner command-and-control tools are tested against one another under a common framework.
HAVELSAN fielded 16 systems and 43 personnel, with LYNX, Embedded NONC2 ATA DLP and KAPI making first appearances across the Air and FMN Core Capabilities focus areas.
The broader suite it exercised included ADVENT KALYON, ADVENT UFUK, TALAY/REI, KAŞİF, OCTOPUS, ICS SENTINEL and FIVE, spanning maritime, cyber and geospatial areas alongside the four certified capabilities.

HAVELSAN has taken part in CWIX without interruption since 2012, and the 2026 result adds to a lengthening certification record for its command-and-control products.
Earlier cycles saw DOOB and KAŞİF certified in 2019, ADVENT CMS and ADVENT MARTI in 2023, and KARTAL and NONC2 ATA DLP in 2024, with a further batch of DOOB and NONC2 variants clearing in 2025.
The ADVENT combat management system that anchors much of that work also moved into service this month, entering operational use aboard the Romanian Navy corvette Contraamiral Roman as the first NATO navy to field it.

The certification lands as Turkish suppliers push deeper into alliance markets, a shift Quwa has tracked as Turkish firms break into NATO markets.
Software interoperability is the quieter half of that story: an export corvette or radar only sells into NATO if its command layer can join the federation, and HAVELSAN’s Spiral 4 record is what lets its ADVENT and DOOB families sit inside allied networks rather than beside them.
Nacar said the company would extend into joint operations, cyber and modelling-and-simulation with artificial-intelligence-supported command-and-control capabilities in the next cycle, keeping the emphasis on indigenous tools built to the Turkish Armed Forces’ requirements and offered to allied buyers.
