The Sea Sultan is the Pakistan Navy’s (PN) next-generation long-range maritime patrol aircraft (LRMPA). Leveraging the Embraer Lineage 1000E as the base platform, the Sea Sultan is being configured for a range of roles currently assumed by the PN’s Lockheed Martin P-3C Orion LRMPAs, such as intelligence, surveillance, and reconnaissance (ISR), anti-submarine warfare (ASW), and anti-ship/surface warfare (AShW/ASuW).
The PN initiated the Sea Sultan program in 2020, beginning with a tender for a single twin-engine jet platform, with a total stated requirement of 10 aircraft. Leonardo was selected as the prime contractor to supply key subsystems and manage the program. South Africa’s Paramount Group was contracted to implement the configuration work, which also involved significant changes to the airframe to enable the ASW and AShW/ASuW munition deployment and launch capabilities.
However, the PN did not involve Embraer, the OEM of the Lineage 1000E, in either the procurement or configuration work. Thus, Leonardo and Paramount Group were left to carry out the modification work (including the complex tasks) without the OEM that had designed and built the Lineage 1000E in the first place.
Initially, the PN earmarked three aircraft for conversion, but only two of those were sent to Paramount Group. The first of these aircraft was to be delivered to the PN by the end of 2026, but it is at risk of delays attributed to the complex technical work.
