UAE’s EDGE Group and France’s CMN NAVAL Forge Shipbuilding Joint Venture

The UAE’s technology and defence group EDGE has announced a strategic partnership with French shipbuilder CMN NAVAL, forming a new Abu Dhabi-based joint venture called AD NAVAL (ADN).

The collaboration, which will leverage approximately EUR 7 billion in existing orders, represents a significant expansion of EDGE’s naval capabilities and positions the UAE as an emerging center for advanced naval vessel manufacturing in the Arabian Peninsula.

Strategic Framework and Operational Structure

Under the newly established agreement, EDGE will hold a controlling 51% stake in AD NAVAL while working with CMN NAVAL across multiple operational domains including sales, commercial activities, and engineering.

This controlling position allows EDGE to significantly expand its footprint in the naval defence sector while leveraging CMN NAVAL’s established expertise in shipbuilding.

The joint venture will focus exclusively on high-value small to mid-size naval vessels, encompassing a diverse portfolio that includes corvettes, offshore patrol vehicles (OPVs), high-speed interceptors, trimarans, and landing craft.

Technological Transfer and Integration

A cornerstone of the partnership involves EDGE establishing a dedicated design bureau that will assume intellectual property rights for all future vessel designs.

This arrangement facilitates technology transfer while building indigenous design capabilities in sophisticated naval architecture. Moreover, AD NAVAL will own all intellectual property rights to all future designs.

The scope of operations will extend beyond vessel construction to include Combat Systems Integration (CSI) of EDGE’s advanced autonomous systems and smart weapons onto vessels manufactured by the joint venture.

Hamad Al Marar, EDGE Group Managing Director & CEO, emphasized the strategic significance of the partnership, stating: “This is yet another example of our strategy of measured growth through international partnership with the world’s leading players across the air, land, and maritime domains”

Leveraging CMN NAVAL’s Expertise and Market Access

The joint venture grants EDGE access to CMN NAVAL’s extensive global supply chain and its sophisticated Integrated Logistics Support (ILS) system and software.

This access enhances cost efficiency and operational performance through predictive and preventative maintenance capabilities while streamlining the provision and management of spare parts.

CMN NAVAL brings substantial experience to the partnership, having built more than 3,500 vessels and supported 48 navies globally. The French shipbuilder has maintained a longstanding relationship with the UAE, previously working on the prestigious Baynunah corvette program.

The collaboration specifically targets markets where CMN NAVAL has established strong positions, particularly in Africa, where EDGE is actively expanding its footprint. 

In 2023, EDGE secured a $1.1 billion contract to provide ships to the Angolan navy, demonstrating its growing presence in the region.

Order Pipeline and Commercial Outlook

A significant aspect of the joint venture is the transfer of existing non-NATO orders to AD NAVAL, providing immediate business continuity and revenue generation.

The approximately EUR 7 billion order pipeline ensures the venture begins operations with substantial commercial momentum.

Pierre Balmer, Chairman of CMN NAVAL, highlighted the mutual benefits of the collaboration: “This partnership not only strengthens our presence in key international markets but also paves the way for enhanced technology transfer, industrial cooperation, and job creation.

Broader Strategic Context

This initiative follows an initial partnership agreement signed at IDEX 2025 in February, where both companies established the foundation for their collaboration.

The joint venture represents part of EDGE’s broader strategy of international expansion, following similar arrangements like the Maestral joint venture with Italian shipbuilder Fincantieri last year, which also focused on non-NATO contracts.

The UAE’s aggressive positioning in defence technology and manufacturing reflects its ambition to diversify beyond traditional economic sectors while building sovereign capabilities in strategic industries. 

AD NAVAL will create valuable direct employment opportunities for skilled personnel in the UAE, contributing to the development of the country’s defence industrial base while fostering technology transfer and innovation.
