Russia: No Su-35 negotiations with Pakistan
Speaking to RIA Novosti, Vyacheslav Davidenko, an official representative of Rosoboronexport – Russia’s state-owned arms export agency – said that there are no ongoing arms negotiations, including the Su-35, taking place with Pakistan.
Mr Davidenko also added that Pakistan had been invited by the Russian Ministry of Defence to attend and participate in Army 2016, which had taken place from 6-11 September.
Notes, Comments & Analysis:
While Rosoboronexport’s statement establishes that there are no negotiations taking place with Pakistan of the sale of Su-35s, it does not necessarily negate earlier statements made by Major General Naveed Ahmed, the Director General of Defence Purchases (DGDP).
During the Army 2016 exhibition, Maj. Gen Ahmed had told RIA Novosti that the Pakistan Air Force (PAF) was interested in the Sukhoi Su-35, but the decision (to start negotiations in earnest) was with Moscow. Furthermore, the DGDP also stated that there are no big-ticket acquisitions from Russia in the pipeline at this time, though efforts were underway to buy a batch of RD-93 turbofan engines for the JF-17.
At least on Quwa, the crux of the issue had been the need to confirm whether the PAF itself is (or at least was) interested in the Su-35. The PAF has yet to comment on the subject. The DGDP’s statement during Army 2016 suggests that while there may be interest in the Su-35, it would be premature – especially with Rosoboronexport’s statement – to suggest that actual talks are underway. Furthermore, although Rosoboronexport confirmed that there are no talks taking place, it is not the principal decision maker on this issue; its role is to manage the acquisition process once it has been approved by the Kremlin.
That said, the fact that Pakistan had been invited by the Russian Ministry of Defence to attend Army 2016 clearly sits well with an earlier idea suggested on Quwa that Russia, at least in broad terms, is comfortable with the notion of selling arms to Pakistan. However, Moscow will show discretion when it comes to the question of releasing certain armaments to Pakistan, and the Su-35 would certainly be among those areas that will be gauged very carefully (in light of Moscow’s dealings with New Delhi).

It would be sick to spend money on an aging jet, when the new one is just round the corner.
Now USA abuses Pakistan with maintenance of f 16, if Pakistan gets su 35 soon it will also be the russians.
With russia’s strategic direction and alliances, it will never give Pakistan anything that would provide pakistan with an edge, all russian sales will be just for cash purposes only.
Weapons manufacturing countries these days only export to countries that further their strategic goals, or export stuff which is insignificant in hindering their allies goals.

Thats only if u go asking them for permission, who told u to go asking them for permission.
Russian is an independent country, and things dont really work how u r putting it, not every country goes asking usa for permissions to do things, this thought is however present in Pakistan for some reason we or everyone have to take permission and approval from usa for everything they do.
No matter what fighter jet Pakistan gets, s 400 can easily take them out so figure a way around that first.

Decision to start negotiations is with Russia but Pakistan is interested in SU-35?
Russia says there are no negotiations underway for any arms?
Seems like a contradiction as usually the purchaser (Pakistan in this case) starts the negotiations with the seller. The seller usually just confirms its readiness to sell, in this case Russia has not stated it will not sell. Russian statement states effectively that Pakistan is not serious in purchasing, and is just using SU-35 to improve its bargaining position possibly with the US and has shot the SU-35 option down and told Pakistan to be serious and not to use it for bargaining with other countries.
Relations are improving with Russia and no doubt Pakistan will buy arms from Russia but so far the relations and the trust is not there where it should be. PAF is still obsessed with US aircrafts and it doesn’t look like it has given up on its obsession with the F-16 yet.

If Pakistan really wants to buy su-35’s than Russia wil definitely negotiate and sell…but anyway, Pakistan should buy J-10’s from China instead of su-35’s.

[moderator edit]. When did I state that one only depends on Allah SWT. Pak army tries to induct the best possible systems and train for all contingencies and enter any battle field with said systems and strategies and fight with Emaan on Allah SWT help and guidance. If USA view point is not important, then why doe [moderator edit] India keeps on running to it. You cannot ignore USA that is a fact. Just us you cannot ignore any nuclear powered country in this world.

yes sir you are right J-10 is another F-16 and PAF pilots will be compatible with J-10 much more than Su-35.

Very right,PAF is apprehensive of Russian crude assemblies,a risk can be taken in ground eqpt but not the high end products like acs and subs while Chinese have made a marked improvement in finishing aspect,price is another aspect,if at all PAF goes for for a twin engine option they will definitively choose either J11 or J31

Pakistan is just a gate to a huge market. So may be Pakistan will not buy more than 2 squadrons, other countries following Pakistan will buys 100s.
