The Pakistan Navy will conduct an official visit to Russia

The Pakistan Navy frigate PNS Alamgir will be reaching the city of Novorossiysk in the Black Sea to conduct an official visit to Russia from 06-09 December 2016 (Sputnik News). Rear Admiral Muhammad Fayyaz Gilani, the Deputy Chief of Naval Staff, Personnel, will be visiting as part of Alamgir’s port-of-call.

Notes & Comments:

Moscow is certainly willing to build its ties with Pakistan, though its defence component will, at least for the foreseeable future, will be focused on counterinsurgency (COIN) and internal security.

During the 2016 International Defence Exhibition and Seminar (IDEAS), which took place in Karachi from 22-25 November 2016, Rosonboronexport positioned Russia’s technology expertise in law-enforcement and COIN as the cornerstone of its offerings to Pakistan. As such, its exhibit at IDEAS was comprised of systems such as security equipment for fixed installations, the Kalashnikov-like of assault rifles, BMP-3M infantry fighting vehicle and BTR-80A and BTR-82A armoured personnel carriers.

Russia’s first bilateral military exercise with Pakistan, which had taken place in September, was also COIN-centric. Moscow has also scheduled a second (likely similar) bilateral exercise with Pakistan for 2017.

With the Pakistan Navy Deputy Chief of Naval Staff, Personnel, visiting Russia, it is possible that efforts are underway to expand upon existing training initiatives to naval capacity-building works.

    Only problem with PNS Alamgir was that it was stripped of it, vital organs by the US before being forwarded onto Pakistan. I am sure they be looked after by our Russian friends.

    USA is dying day by day and this death could only be halted by any confrontation with China.
    by doing this USA will halt it’s death for next 40-50 years.

    that is the key point here. Pakistan has no money. Even deal for Mi-35 also had to be reduced to 4 because financing fell apart after sanctions on Russia and Pakistan couldn’t secure it on its own.

    It’d be fairer to avoid sweeping assertions like, “Pakistan has no money…” It clearly has some money, enough to sign a $600 MoU with Ukraine to get the al-Khalid program back on track and a multi-billion dollar purchase from China for submarines.

    Sure, it needs loans or credit, but as do many other developing countries. The fact that some institution out there is even willing to issue credit to Pakistan indicates that there is some capacity to pay up according to a term. If there’s no confidence in Pakistan’s ability to come up with money, which was certainly the case in 2009-2014, then no one would be issuing credit at all.

    As for Pakistan only going for 4 Mi-35s. For all its benefits, it has a relatively focused application – i.e. air assault ops in COIN.

    The Army had other funding priorities too (which it evidently allocated money towards), and buying a full force of 20 in one go might not have been the wisest choice, especially given the lead-time. Anyways, the major thing about the Mi-35s was that they were bought with available cash after meeting other funding priorities (e.g. armour, short-range SAMs, improving infantry for COIN, etc).

    The lack of Russian credit dampened Pakistan’s ability to look at other, pricier, systems. The Mi-28NE could have been such a candidate.
