Pakistan’s Air Chief sheds light on next-generation fighter plans

Air Chief Marshal (ACM) Sohail Aman, the Chief of Air Staff (CAS) of the Pakistan Air Force (PAF), gave a very interesting and informative interview with PTV on March 23 (mostly in Urdu), shortly before flying over the parade venue himself on a F-16D Block-52+.

It was not very long ago that ACM Sohail Aman brought up the issue of the PAF seeking to replace as many as 190 legacy fighters by the end of 2019. Following up on that statement, ACM Aman said, “we have a lot of vintage aeroplanes, but that’s behind us.” Although the task of replacing 190 aged F-7Ps and Mirage III/5s could be daunting, the JF-17 has afforded the PAF with enough flexibility to not be overly concerned about the issue. With the Thunder in full-scale production and at the center of phasing out dozens of older fighter aircraft on a routine basis, the PAF has set its sights for the next 20-25 years.

ACM Sohail Aman began noting that the F-16 and even JF-17 will eventually be in need of being of replaced as well, and it was on that point that he noted the urgency of conceptualizing a new generation fighter. In fact, the ACM went as far as stating that the development of a next-generation fighter is the most difficult challenge on the horizon for the PAF. One of the main reasons why this is the case is because, according to the ACM, the PAF needs to think in terms of beyond fifth-generation designs, such as the J-20 and F-35.

In that sense, ACM Aman was correct. By the time the PAF’s next-generation fighter comes to fruition, it would not only be an era flush with similar designs, but it would also be in an age of new and more capable air warfare technologies. In other words, the PAF would have to understand the threats of the future, and develop a solution that could harness the advances of tomorrow. However, even the ACM was not shy from recognizing that this would be a truly difficult feat, especially for the PAF.

With the aim of enhancing the capacity of the PAF to interpret the development of air warfare doctrines and technology, especially over the long-term, ACM Aman heavily stressed upon the need for developing the PAF’s “intellectual” foundations. For him, investment in these areas was of significant importance, and he pointed towards the establishment of Kamra Aviation City and the Airpower Centre of Excellence (ACE) as prime examples of stepping stones towards expanding the PAF intellectual capacities. Moreover, he was strongly hopeful that the PAF would learn to connect with the country’s existing academic and intellectual base as a means for mutual growth and development.

ACM Sohail Aman’s statements were certainly on-point, and it was insightful to hear him recognize the challenge of developing a fifth-generation fighter today – i.e. the reality it would be behind when ready. That said, the challenge for the PAF will be in understanding and harnessing the growth in advanced on-board electronics technology. Advances in active electronically-scanned array (AESA) radar technology, particularly in terms of detecting stealthy objects and resisting common electronic warfare and electronic countermeasure methods, will require more than just low-detectability airframes and powerful EW/ECM suites. The PAF would basically have to steer itself towards higher level conceptual thinking, perhaps even pursue original ideas, or at least risk heavy concepts.

In the end, the PAF will almost certainly partner with an overseas vendor to help it push its next-generation fighter plans into fruition. Next steps for the PAF could include setting up joint working groups or joint-studies with partners grappling with similar questions. China will likely be the first stop, but given the abstract nature of the issue at present, it may be worthwhile for the PAF to engage with its counterparts in Turkey as well. In any case, the route the PAF seems to be looking at is not going to be as simple nor low-risk as the JF-17; once formally initiated, the next-generation fighter could be Pakistan’s most significant defence program in the 21st century.

    pakistan could be a partner up with turkey but for that plane pakistan could use it’s on avionics and radar but i think it more likely to be china that pakistan will partner with

    JF-17 is not just assembling here 58% of it’s body and avionics are being build if you Indian think you are so right then what the fuck are doing here

    Pak cant make simple 10km range radar, avionics, sam, aam, ballistic missile and even 2nd gen fighter.
    Pak industries have no capacity while pak aeronautical capacities is similar to india of 1990
    India at least can attempt to run 5th gen AMCA program and achieve it over 15years.

    This might be a controversial opinion, but I think that aeronautical engineering has already peaked… Unless there’s a major breakthrough in the fundamental sciences, the tech/engineering will remain stagnant… In other words, there’s not going to be any major shift in capability, like from propellors to jets, from radio to radar, guns to missiles… Even all of this was just technology catching up with the physics, which was way ahead the whole time… but physics has been stuck now for a long time, and therefore the engineering curve will level off.

    Our generation loses their minds when a new iPhone comes out, they think that’s “innovation” lol. Actual progress is going from the steam engine to an electric motor, from vacuum tubes to the transistor etc. Going from Doppler to AESA is a joke by comparison.

    Even stealth was overplayed from the start… It’s not like the Nighthawks made their debut against Russia/China, but frekkin Saddam in Iraq. The first time they were deployed to Europe in combat one got shot down by the Serbs. 6th gen fighter designs may very well throw the whole “stealth” fad out the window and get back to more functional designs, as ‘anti-stealth radars’ (another funny label) get more prevalent.

    Next gen technologies on future jets will focus on optionally piloted systems, ability to carry out space and anti-satelltie warfare, laser tech, hypersonic speeds, ability to fly and guide swarms of drones and SOWs without jet itself engaging in combat, and superior sensor fusion. Stealth will anyway continue to play important role to minimize detection.

    these are the concepts around which 6th gen fighters will be deployed by both US and Russia. PAF is working on these lines.

    F22 is already history and a lot of work is going into development of its successor, so the ACM is right that they need start thinking about a new aircraft that when in possession will be looking at countering not only the existing aircrafts but also new generations of aircrafts which may come out.
    Pakistan should avoid cooperation with Turkey and instead try to woo Russia.

    Awacs radar , long range tracking radar,fire control radar and many other ground bases aesa, pesa and naval pesa rasar.

    Indian local radar for tejas gave about 50km range. India is primarily focused on miniaturisation of aesa aircraft radars.

    Akash have orders for 5bill $ 3bil $ from army and 2 bill $ from airforce.
    Akash is mrsam while army ordered spyder in qrsam/srsam category.
    Akash next gen ll have range up to 50km.
    AKASH is decent system but it has radar signature and it cant hit while moving as it uses command guidance CLOS.

    So next gen akash ll havr seekers in terminal phase and it ll be much lighter

    Nishant wasn’t cancelled bcoz of its capabilities but It was an old system with recovery parachute mode which are not in usage.
    Nishant helped india dev avionics, actuators, control system, flight software and solve most of intricacies related to uav which in turn led to Panchi, rustom and nirbhay.
    Nirbhay is built atop nishant.

    So all these programs helped india build its ecosystem.
    Pak on the other side import all these tech from china

    I agree. I don’t think there will be a lot of additional work on airframe technology, even low-RCS concepts are under threat from VHF/UHF radars. The key will be on one conceptualizes the use of present and upcoming electronics technology. So, while the technology in of itself is not a leap from what we have today, the ability to correctly mix one’s ingredients could be a game changer.

    Only handful and under strict restrictions, true…but still enough to give dhoti panic attacks to some people. PAF has a reputation for that.
    Without trying to get it into your empty head, the world recognizes JF-17 to be a better aircraft than any thing in indian obsolete airforce except the SU-30s. You must be out of your mind to suggest that Mig-21s, Mig-27s, Jaguars, Mig-29s, Mirage 2000s could level up to JF-17 block 2 and 3. It’s beyond stupid and illogical but hey keep up your reputation. I’ve said this before, block 3 when out will outmatch the Pakistani F-16s block 52 as well as MLUed ones for high tech gadgets. Tejas then will be sucking on choosni.

    MLUed F-16s are under complete control of PAF. About 60 and available fully to PAF to put whatever role it decides for them.

    Following the cancellation of U.S. and European companies’ participation in the development of the Westernized Chengdu J-7 variant known as the “Super-7”, China launched a program in 1991 to develop an indigenous evolution of this MiG-21-based design, which it designated the FC-1 (“Fighter China 1”). To expedite its development, officials of the Chengdu Aircraft Industries Corporation (CAC) or the China National Aero-Technology Import and Export Corporation (CATIC) – perhaps both – approached Mikoyan for technical support. In 1998, CATIC purchased Izd 33 design and test information from the Mikoyan design bureau, along with other research and development assistance. These designs were used in development of JF-17 / FC-1 by Pakistan and China.

    On paper Tejas is also a beast, right? To this day, i do not recall any kill ever recorded by Su-30 or Mig-29. These machines are not even fully combat proven. All avionics and gadget set in Mig-29s and Mirage 2000 are outmatched by what is installed and slated on JF-17 block 3, unless mirages are upgraded to 4++ gen.

    It’s a joke to compare a combat proven platform like F-16 to garbage of Su-30 and Migs. If this was the case, india wouldn’t be shitting its dhotis over 8 F-16s and trying desperately for western platforms. Currently there is nothing in IAF that can pose a serious threat to PAF. The all metal frame high RCS SU-30 is a flying truck. PAF did not even respond to SU-30. The only threat IAF could potentially give to PAF was rafale which is not getting to see the light of day, or F-18s if ever produced in india, before 2025. By this time, PAF will have fielded highly capable block 3 JF-17s, and most possibly another 4++ gen fighter, with J-31 around the corner.

    I am absolutely certain that Rafale or F-18 is THE only threat PAF will consider as a threat besides S-400 (which will be countered by a chinese equivalent system). The rest is for filling up garbage egos of indians.

    the market believes in results and going by results, microsoft has completely failed to become a hardware vendor after losing billions in R&D of surface and lumia handsets. I do this for a living to be able to shove it up your mouth. Microsoft’s cloud push is failing miserably with new players taking the market share even before it blastedoff. You want to see how tranformation happens, see what jeff boze has done to Amazon. That’s tranformation. Not a measly crap satya has landed microsoft in and i think for google, cloud never even took off the way google expected.

    SAtya ran the cloud program from 2008 and he got the CEO job after he managed to create 25 bill$ yearly revenue from cloud in 2014. He got the job on merit. He has been working for MS over 15 yrs– A loser,dumboos who doesnt understand T of technology is questioning capability of a top notch CEO.

    MS have more than 40% market share in cloud business which is 2-3 times more than rival company.

    Microsoft is not a company that can transform over 1-2 yrs–It is into most of softwares from middlewares,server, cloud,distributed system to OS & embedded system.
    So comparing MS with amazon is churlish–

    Google has just started its cloud biz & the new CEO joined 6 months ago!

    Never met people who take pride in imported assembled aircraft.

    As I said before that Jf17 is not even 10 % made in Paksitan–Given fuselage cost of aircraft is less than 20%. Pak 58% contribution in airframe assembly makes Pak a third class assembler, something India has been doing since 1970

    How can US and european software companies compete with chinese copy cat and new brands such as Xiomi,lenovo as these companies have already bought Nokia, Motorola and IBM hardware-

    Amazon is almost nowhere in hardware business. They wrote up 200 mill$ in some stupid phone launched last year

    I can understand that madrassa graduate treat cloud, network strorage & web services as hardware business. Kindle readers and pad are the only hardware sold by amazon

    It was always an OS company- Dumbass, Microsoft sold record no of window 10 but the revenue from other sources such as cloud, microsoft office far exceed Window OS revenue

    Do remember that MS windows continue to have 70-60% market share in OS business—

    So let me help cut through your BS. India starts designing a missile in the early 90s, Induction begin a close to two decades later. Then the Indian Army decides to discontinue in 2016 after a couple of regiments have been inducted worth billions of Indian Drupees because its not ‘cutting edge’. Now work on an ‘upgraded’ Mk 2 begins worth another (billion???) of drupees begins while simultaneously acquiring missiles from third party international suppliers. And its all ok because its a ‘capability jump’ on the amount of ‘experience’ its given the Indian Defence Industry. Absolutely, if overpriced, overdue and ultimately discarded programs are the bench marks, you have everyone beat. And mayhap a review of the graft situation with international suppliers are also due.

    Terminal/ seminal/ original sure doesn’t cut it when the Indian buniya has his hands in the kitty.

    1.Akash Missile Squadron = Rs 714 Crores (with around ~ 125 missiles per squadron)

    Barak-2 fake JV Squadron = Rs. approx Rs 2000 crores (with only ~55 missiles per squadron)

    SRSAM imported squadron = Rs 1000 crores (with only ~55 missiles per squadron)

    Akash cost 4 times cheaper than spyder and 8 times cheaper than barak8

    2.2 regiment orders for Army means 12 squadron while hardlly 2 squadrons hav been delivered over last 1yr
    3.Army akash1.0 order is approx worth 2bill$.

    Lets see if the other procurement even happen and if so then its money down the drain. Ultimately, Akash Mk 1 has been scrapped by its prime user after 2 decades of development to make way for a (hopefully) better product. That doesn’t bode well for its import opportunities unless you sell at massive discounts and find someone foolish enough to go in for an unwanted system.

    The project failed to achieve its preliminary objective, indigenous production and adoption as a viable home made system. And I wouldn’t hold my breath for Mk 2 if procurement are being made from third parties. By all standards, a new missile system may be developed from the R&D if it pans out.

    And if the justification is who cares when we can blow billions on non viable weapons, ask the poor fella who’ll be in a do or die situation using the junk purchased.

    It makes sense for army to not order more than 2 regiment since the product is going through version upgrade.
    AKASH1.O cant be upgraded to 2.0 so its pragmatic to invest less in 80era beam guiding CLOS,heavy missile which has manoeuvrability of 15-20G & lacks seeker.
    SPYDER and barak8 can turn up to 50-70G.

    If u compare akash with pak chinese HQ16 then akash is far better system. Akash missile have 1 shot probability of 88+% which makes it suitable for strategic defence security of bases in heartland while 5th gen israeli SAM. AKASH main fault are
    1. It cant intercept while moving as it lack seeker Nd radar & launcher are not mounted on same truck

    2. Reaction time is more than 5 second as compared to 2-3 second for modern sam
    3.Heavy weight
    4. Limited range

    indian army is comparing ramjet solid propulsed akash1.0 with 5th gen barak8 system.
    Akash 2.0 is lighter and have a seeker but its akash NG, a totally different missile :sleeker,light weight,dual pulse engine(used in indian anti radiation missile with Sophisticated software based radar & 50g manoeuvrability) which ll make it at par with barak8 and spyder.

    Drdo is using the license money to speed up akash NG which they plan to test around 2020.

    Well IAF have scrapped french sam & are satisfied with akash.They have placed order for 15 squadrons in which 7 squadrons are for akash2.0

    Akash is more than 90% indigenous as per latest CAG report .
    What does army expect from akash system which is 8 times cheaper than barak8 & have decent single shot probability of 88% as compared to 97-98% for barak8.
    Come on , pak can’t make akash type sam in next 3 decades. So its churlish for pakistani to undermine indian native development.

    Booking of 33 squadrons is like like a pre order at Macey’s; not to happy with the order so I’ll cancel. If Akash is what you got then I’m sure the Pakistani’s will be praying for more purchases for the Indian armed forces. And yes, for certain bean counters, 80% success rate in tests is a guarantee for ensuring ground defense. Yeah, tell that to the grunt on the receiving end but then you’re not on the front lines right? That’s his problem.

    Indian airforce rejected isrseli spyder & french matri for 15-18 squadrons of akash. ARMY is okay with akash but it also ordered fully mobile Quick range SAM for cold start doctrine in 2012
    These are 4-5 yr old development so we are surprised reading such fake article by people who cant differentiate between QRSAM SRSAM &;MRSAM.
    The article is published at time once akash 2.0 with seekers are undergoing flight testing.

    Mig29 UPG are the most advanced Mig29 which uses fadec engine.
    Junk fightet uses rd93 which is generation behind mig29Mk and Mig29UPG

    ALL mirage2000 are being upgraded to 52+block configuration.
    MORE than 2000 Su30 are in production & used by 15 countries

    India don’t care damn about those f16 if pak buys them from its pocket but india cant allow usa to dole f16 to pakistan.

    pak is failed state with feeble manufacturing and nill r&d..
    Until pak india manufactures nuclear plant, steam hydel and coal turbine,wind turbine,thermal plants and india makes 10 different type of radars

    Indian long range tracking radar with aesa capabilities have range of 1000km and it can track 10 small ping balls from that range

    India and even china are lagging in miniaturisation of aesa radars.
    China have 50yr head start but they still continue to use Russian aea radar and avionics while their indigenous miniaturized radar is not at par with western system
